Unemployment insurance can be applied at the www.edd.ca.gov if the person is completely unemployed or not working the full hours of a full time employee. It is also important that you are employed in the last 18 months and ready and looking for work in order to file for unemployment insurance. To file for claim, you have to file via telephone, mail or in person and use a form DE 2501.
